Republic Act 10121 known as the Philippine Disaster Risk Reduction and Management Act aims to strengthen the country’s disaster risk reduction and management system. To achieve this, the law declared that the State shall “implement a coherent, comprehensive, integrated disaster risk reduction and management program incorporated at various levels of government.”

Pursuant to RA 10121, Cabanatuan City established the Local Disaster Risk Reduction and Management Council through City Ordinance No. 48 series of 2014.
